Question? Why does everything have to be 304 SS material? Why not only build the blade 5, 6, 7 and 8 from 304 SS but the rest out of Mild Steel?

Yes, you can do exactly that.
You can build the whole shredder out of mild steel if you want to (some people have even tried aluminium blades, and other parts made from wood).
The two advantages stainless has is that it’s harder than mild steel, so wears less quickly, and it won’t rust, but that’s really only a problem if you shred wet plastic.
